The external service providers must be capable of independently carrying out the tasks of neutral quality and risk management, including any in-depth analyses in an assigned project, with direct reporting to the respective client and also to other target groups in a manner appropriate to the addressees. The WTO is available to the entire Federal Administration. Key ICT projects and large-scale ICT projects in particular benefit from this WTO tender. The actual contracts are awarded among the successful bidders in an electronic mini-tender procedure (competition).
