Mini tenders: stacking the odds in your favour

Successful tenderers of the DTI's nationwide WTOs compete against each other by bidding in mini tenders. Following these steps can increase your chances of success:

Mini Tender Management (MTM): registering and redeeming tokens

You can bid for a mini tender via the Mini Tender Management (MTM) tool: https://www.minitender.ch/mtm/pages/login/welcome.jsf. To do this, you need a CH login. Register here: https://help.eiam.swiss/?c=h!chregister.

The MTM sends out a one-time token for each mini tender to the email addresses of the tenderers listed. It is up to you to redeem the token and invite other people in your company to take part in the procedure.

Risk assessment before tendering

Before submitting a bid for a mini tender, weigh the effort you will need to put in against your chances of success. Only make an offer if you think you have a good chance of success. The requirements can vary considerably between individual mini tenders.

Responding to mini tender questions

The Confederation awards contracts on the basis of award criteria, which in turn are based on various questions. When making your bid, make sure to provide clear answers to these mini tender questions. This might include, for example (not exhaustive):

  • What are you planning to do in this project and why?
  • What impact will your choices have on the project?
  • How will you put your plans into practice?

Specific examples and easily readable graphics can give evaluators a better idea of what you are planning to do.

It is possible for mini tender questions to include several different aspects. Make sure that your answers address all of them.

Timely submission on MTM

A bid can only be considered if it was entered into the MTM on time. Keep in mind that technical issues, for instance internet connectivity problems or maintenance windows, are possible when planning your submission. Bids cannot be submitted after the deadline.

Assessment

The responsible administrative unit decides whether to carry out an assessment for a mini tender. If an assessment is being carried out and you meet all the award criteria, you will be invited to the assessment.

As part of the assessment, you will be given a new set of questions to answer.

Consider the assessment an opportunity to really showcase your skills.

Note: Make sure you phrase your answers in a way that fits your target audience. If you have read through the questions and participated in the open question session and are still not sure who your target audience is, please do not hesitate to ask.

Binding offer

All bids in the MTM are binding. This also includes the people you have included in the bid and their specialist and operational skills. The evaluation and possible contract are based on the information you have provided in your bid. Once a contract has been awarded, you cannot change the people involved. Only include people in your bid if they are capable of meeting the contract's requirements, particularly in terms of work volume.
