Mini-tenders can now be made for this WTO.
Requisitioning offices are free to choose whether to make a new mini-tender through WTO 20123 (ALPIN 2.0), subject to quota availability, or 23121 (ALPIN 3.0). The two WTOs 20123 and 23121 run in parallel so that the remaining quotas can be exhausted.
