Equal treatment, competition and transparency for providers thanks to MTM

The Federal Administration's ICT projects tend to be complex. Preparing a bid regularly entails a great deal of effort for providers. Three key principles – equal treatment, com-petition and transparency – must be upheld in order to be an attractive customer for private sector providers. MTM takes into account these three important requirements in public procurement.

The Federal Administration awards large sums of money to external companies every year. In order for a contract to be awarded, the companies must first prepare a bid. This requires differing levels of internal work for the companies, depending on the specifications and criteria catalogue.

Generic award criteria have been developed for each framework agreement, such that successful bidders can prepare a suitable bid without an unreasonable amount of effort, in response to the Service for IT in Public Procurement Unit's mini-tenders based on the national framework agreements. The administrative units can adapt these to their respective projects. In addition, the unit ensures that the number of award criteria per mini-tender leads to a reasonable workload for successful bidders and that the criteria do not contain any formulations that restrict competition. MTM also sends numerous emails to help ensure transparent information and equal treatment for all successful bidders.
