When running a WTO tendering procedure, the DTI Procurement Unit always offers all bidders a debriefing. The unit is also available for general discussions.
The time and effort involved on the part of bidders to prepare a bid for a WTO tender is considerable. Under Article 12 of the Ordinance on Public Procurement, bidders are entitled to a debriefing if the bid is not successful. However, the DTI Procurement Unit goes one step further and is also available to debrief successful bidders should they so wish.
During a debriefing, the DTI discloses the main reasons why a bid was not retained, but it also serves as a quality control. Both aspects are intended to enable bidders to optimise their future bids and so boost their chances in future tenders and mini-tenders.
In addition to the official debriefings following WTO tender procedures, the DTI Procurement Unit is also available for general discussions if a bidder so wishes. A general discussion helps the bidder to raise any concerns it may have from a market perspective. The aim of such discussions is also to build up mutual know-how.
Enquiries can be addressed to the DTI Procurement office directly by email. However, discussions can only be held in person as long as no WTO tender procedure is pending with the DTI Procurement Unit.
